
Micron Technology, Inc.— a semiconductor company headquartered in Boise, Idaho — is constructing a new facility in Central New York, outside Syracuse, and is slated to receive upwards of $20 billion in public subsidies and tax credits from federal, state, and local governments. The Central New York community has been promised that this historic investment will generate thousands of jobs. But as plans for the project become clearer, two things come into sharper focus. First, the negative environmental impacts of the project – from intensive use of toxic chemicals and the potential contamination of air, water and soil to astronomical energy consumption and its impact on the climate and utility rates – are significant. Second, neither Micron nor the public agencies funding the project have established concrete, enforceable commitments to ensuring these jobs are family-sustaining, safe, and accessible to those who need them most. And without intervention from regulators or other stakeholders, the company has not publicly stated how they will enforce these commitments.
In this context, Jobs to Move America is partnering with local community, environmental and labor leaders to ensure Micron is in fact a win-win for communities in the region. We are working to avoid replicating two longstanding trends – economic development projects receiving public subsidies promising big and failing to deliver, and industrial facilities leaving behind a toxic environmental and health legacy. In the summer of 2025, with the project undergoing a rushed environmental review by state and federal agencies, JMA and our partners have launched this Community Vision for Strong Environmental, Resident and Worker Protections. Our vision outlines concrete steps Micron can take to maximize the benefits while minimizing the costs.
